Ursula Newell-Davis is a social worker, but she's not able to provide in-home respite care for families in her community because of Lousiana's Certificate of Need laws. The state determined Ursula's respite care service was not "needed." These laws are not unique to Louisiana. "Certificate of Need" laws are still active in 35 states. They prevent hospitals from being built, block medical facilities from receiving equipment and restrict professionals from delivering needed care. But Ursula isn't backing down.
